Establishment
Special Service Areas, known as Business Improvement Districts or BIDs in other cities, are local tax districts that fund expanded services and programs through a localized property tax levy within contiguous areas. The enhanced services and programs are in addition to those currently provided through the City.
SSA-funded projects typically include but are not limited to: public way maintenance and beautification; district marketing and advertising; business retention/attraction, special events and promotional activities; auto and bike transit; security; façade improvements; and other commercial and economic development initiatives.
The City contracts with local non-profits, called Service Providers, to manage SSAs. Mayorally-appointed SSA Commissioners for each SSA district oversee and recommend the annual services, budget and Service Provider Agency to the City. Uptown SSA #34 was established in December 2005. It encompasses the major commercial corridors of the Uptown community including Broadway from Foster to Irving Park, Sheridan Road from Foster to Montrose, the commercial areas just north of Irving Park, as well as the Argyle, Lawrence, Leland, Wilson and Montrose.
A Sole Service Provider is selected by Commissioners to administer programs to support the commercial areas. Uptown United has served as sole service provider.
The largest portions of the SSA budget address cleanliness, including sidewalk snow removal, additional street and sidewalk litter removal, tag graffiti removal, and periodic powerwashing of sidewalks. Beautification efforts are also underway as sidewalk planters will be installed in the southern section of Uptown.
About SSA Commissioners
The annual workplan and budget for SSAs are overseen by a individuals who are leaseholders or property owners within the SSA. They are appointed to the SSA Commission by the Mayor of the City of Chicago with the approval of the City Council.

Commissioner Eligibility
To be eligible to serve as a Commissioner of the Uptown SSA#34 Advisory Commission, an individual shall be an owner or lessee of property in the Special Service Area. The boundaries of Uptown SSA#34 are described in this detailed map and in this narrative description / Property Index Number (PIN) listing.
The Nominating Committee strives to maintain a varied make-up on the Commission (large and small businesses, geographic distribution, residents, etc.) to represent the range of interests and viewpoints within the SSA. Interested, eligible individuals can complete the three forms below and return them to Uptown United at the address below.
